The basic steps in meth cleaning

The following steps will make it easy for you to know where to start and what’s next in the remediation process of a meth house.

When you suspect your property of being used as a clandestine meth lab or being meth contaminated, your first step is establishing if meth is present in the building.

For this, you need an initial lab-based Presence Test done by any testing agency. This initial meth Presence Test, also called a Screening Assessment, is done to determine the presence or absence of methamphetamine contamination in a property.

A Presence Test is most commonly used by Property Managers, Landlords, or property purchasers whilst conducting due diligence.

Insurers have an essential role in helping protect you from loss due to meth contamination.

Once meth is detected in your property by the initial Meth Presence Test, contact your insurance broker or insurer directly to discuss your meth claim. Your insurer will require you to provide further Detailed (Room-by-Room) Lab Test results to prove the levels of meth contamination and make a meth-related claim.

If this comprehensive test confirms contamination above the safe level, your insurance will generally reimburse the cost of this testing as part of an accepted claim.

Meth contamination is the residue and byproducts left behind on surfaces after meth was used, manufactured, distributed, or stored within a property. Most home meth contamination occurs due to use (smoking), not necessarily manufacturing. The chemicals used to make meth are poisonous, explosive, toxic, and highly flammable. These contaminants get absorbed into building materials, fixtures, fittings, and household items. Anybody that comes into contact with meth contamination can ingest the meth through their skin or by touching contaminated surfaces and then transferring the chemicals to their mouth, nose, or eyes.

A clandestine lab is a property that is secretively used for the illicit manufacturing of methamphetamine. Meth labs, clan labs, or P labs are what these makeshift labs are often called, and their contamination levels are vastly different from just a user site where P is consumed by smoking. P Labs pose a real nightmare for property owners, where structural damage and contamination come at a high remediation cost.

NZS8510:2017 is the New Zealand Standard for Testing and Decontamination of Methamphetamine-Contaminated Properties.

The purpose of this standard is to provide guidance on reducing people’s risks of exposure to harm caused by unacceptable levels of methamphetamine contamination in properties, including vehicles and caravans. It establishes decontamination levels to guide the decontamination of affected properties.

The Standard also sets out procedures for testing properties for contamination and the steps needed to decontaminate properties and dispose of any contaminated waste.

Reference to this standard may be helpful in situations such as a change of ownership or tenancy of properties, particularly properties where contamination by methamphetamine is known or suspected.

The NZ Meth Standard addresses all sources of methamphetamine contamination. It aims to ensure consistency, reliability, and competency in activities including screening, sampling, testing, and, where necessary, decontaminating properties and disposing contaminated materials.

Meth contamination can affect a property’s Land Information Memorandum (LIM), hindering property sales. When Police have to deal with meth issues at a property, they will also notify the local council, which might issue a ‘cleansing order’ requiring the property to be made safe. The local council will remove the cleansing order after the meth decontamination has been successful and a clearance certificate has been issued. The status of the cleansing order and the clearance certificate will permanently reflect on the property’s Land Information Memorandum (LIM).

The NZ Tenancy website states that:
“Landlords must provide a clean and habitable property. Tenants must not use the rental property for an unlawful purpose. This includes smoking or manufacturing meth.

If landlords rent out contaminated properties, they may be breaching their obligations under the Residential Tenancies Act 1986. They may also be breaching other legislation, such as the Building Act 2004 and the Health Act 1956.”

What should it be? - 1.5μg/100cm² vs 15μg/100cm²

Local Cleaning adheres to and uses approved procedures and guidelines set out by Standards New Zealand in NZS 8510:2017 to remove the meth health risks from properties to make them safe again.

IMPORTANT: If, as a property owner, you decide to clean to the 15μg/100cm² recommendation, check with your insurer if your property will be re-insurable at this higher level of contamination or if they would require your property to read in below 1.5μg/100cm².

1.5μg/100cm² - Standards NZ in NZS 8510:2017
According to the NZ Ministry of Health in Standards NZ in NZS 8510:2017, a methamphetamine post-decontamination level of 1.5 μg/100cm² or less is appropriate to minimise exposure risk in high-use areas of a property. In contrast, limited-use areas, like the roof space of a property, will be decontaminated to a level of 3.8 μg/100cm² or less. (Please refer to Standards NZS 8510:2017 for more clarity).

15μg/100cm² - Gluckman Report
In 2018, the New Zealand government consulted Professor Sir Peter Gluckman, the Chief Science Advisor, to assess the risks of exposure to methamphetamine residue in houses. This report, from the office of the Prime Minister’s Chief Science Advisor (Sir Peter Gluckman), considered the appropriateness of maximum methamphetamine residue levels in properties arising from the use (but not manufacture). The report concluded that residues of 15 μg/100 cm² were unlikely to cause adverse health effects if there was no evidence of manufacture in the property. The 15 μg/100 cm² meth residue level was adopted as policy by the NZ government-owned state housing entity soon after.

NO! - Never, ever paint over methamphetamine!

Painting over methamphetamine in a building should be avoided at all costs. Once you paint over a meth-contaminated surface, the paint encapsulates the contamination between the layers of paint. Meth will bleed through the paint layers and again will become detectable on the surface.

Cleaning up meth under the paint is impossible; all painted-over surfaces must be stripped from the building and disposed of responsibly.
